In 2009 as a result of the protracted negative impact of external shocks on the economies of the Eastern Caribbean Currency Union (ECCU), member governments articulated a set of consistent policies and approaches, which are presented in the form of a comprehensive plan of action, referred to as the ECCU Eight Point Stabilisation and Growth Programme. The strategic response of member governments of the ECCU is aimed at stabilising and transforming the economies.
The first component of the ECCU Eight Point Stabilisation and Growth Programme is the Financial Programme. The objective of the financial programming exercise is to identify the financing gap of the central governments, propose a set of policy measures to close the gap, prescribe reform measures to address fiscal and debt and other structural issues, and establish annual fiscal targets and quarterly indicators that member governments will strive to attain.
Members of the Monetary Council, at its 69th meeting on 11 February 2011, presented their respective government's annual fiscal targets for the Debt to GDP and the Primary Balance to GDP ratios. These targets were approved for publication on the ECCB’s website.
